Hyderabad, November 14: Former vice-chairman and managing director of the AP Mineral Development Corporation (APMDC) V D Rajagopal was arrested by the CBI in the illegal mining case in which former Karnataka minister Gali Janardhan Reddy is the prime accused. Sources in the agency said the ground is now set for the arrest of more government officials, including IAS officers, who allegedly played a role in the scam.

Girl students killer found dead on rail tracks
WARANGAL/HYDERABAD: Mohammed Nazir, who had killed P Swati, a final-year engineering student who rejected his overtures, was found dead under suspicious circumstances on the railway tracks in Hasanparthy mandal in Warangal district on Sunday.
Though Nazir’s parents smelt something foul in their son’s death, police maintained that the accused committed suicide, fearing arrest.
Meanwhile, the condition of Lakshman, another jilted lover who slit his own throat after murdering a girl, Rafia, at Kamareddy in Nizamabad district on Saturday, is said to be serious and he was shifted to Gandhi Hospital.

Drunken-driving penalty Rs 1000 or may be Jailed
HYDERABAD: Here is some good news for teetotalers and bad news for boozers. The traffic police will now get tough with drunken drivers. Besides detaining the vehicle, the cops will book a case against the culprits under Section 185 of the IPC and impose a penalty of Rs 1,000.
Introducing the latest hand-held breath alcohol analysers, funded by the World Health Organisation (WHO) here on Thursday, C V Anand, Additional Commissioner of Police (Traffic), said they would not hesitate to book drunken drivers under Section 185 along with slapping a fine of Rs 1000. With the number of road accident cases rising sharply in the country, especially Andhra Pradesh, the WHO launched Road Safety-2010, a pilot project in the city as part of its Global Road Safety Partnership (GRSP) initiative.

UK bans nearly 1,900 Indian banks for student visa
London, Oct 25 : Britain today published a list of nearly 1,900 banks in India most of them cooperative whose financial statements will not be accepted for student visa purposes, a move that is set to affect thousands of Indian students wanting to study there. The new list has just 85 banks operating in India whose statements will be accepted for purposes of student visas. As part of the application for student visas Tier 4 under the points-based system applicants have to show evidence of possessing the necessary funds to pursue a course of study and live in the UK for the duration of the course. From November 24, if any applicant provides bank statements from the listed nearly 1,900 Indian banks showing they have the necessary funds, the application will not be considered. The list includes banks operating in many states in India. The list of banks whose statements will not be accepted are categorised as ‘Cooperative banks scheduled urban cooperative banks’ and ‘Cooperative banks non-scheduled urban cooperative banks’. Official sources said the visa officers will accept statements from student visa applicants from “international banks, or national banks with a UK private banking presence, or regulated national/state banks that provide a core banking service”. The Home Office also published a list of 85 banks operating in India whose statements will be accepted for purposes of student visas. This list of banks includes ‘Scheduled commercial banks’

GHMC proposes 3 more flyovers
Hyderabad, October 19: To ease traffic congestion at three of the busiest main roads in the twin cities, the Greater Hyderabad Municipal Corporation (GHMC) in collaboration with the Roads and Buildings (R&B) Department has proposed three flyovers on a cost-sharing basis.
The flyovers are proposed to be constructed at the Amberpet Cross Roads and Sri Ramana Talkies junction on National Highway-202, Tolichowki Junction and between Fathenagar Junction and Balanagar junction on National Highway-9.
The traffic police has been requesting the GHMC and the R&B department for construction of flyovers at the busy junctions for a long time as are local MLAs, MPs and corporators.

New Delhi, Sep 5 : With the CBI arresting mining baron and former BJP Minister G Janardhan Reddy and his brother-in- law in Karnataka, Government today said the law is taking its course in the case. “You all know that the Government does not interfere in the functioning of the CBI. The CBI is investigating the matter and they must be proceedings according to their investigation.You should have faith in them,” Minister of State for Parliamentary Affairs Rajiv Shukla said. Shukla said as far as Bellary’s Reddy brothers are concerned, “the law is taking its own course”. New Delhi, Aug 22: Social activist Anna Hazare’s fast for an effective Jan Lokpal Bill entered its seventh day on Monday.
Addressing mediapersons, civil society activist Arvind Kejriwal, when asked if there had been any parleys between the government and Team Anna, said: “Where should we go and whom should we meet.”
“The future strategy is for the government to tell. Right now, there is nothing on the agenda. Thiruvananthapuram, Jul 17: TP Sundarrajan, who faught legal battle to the opening of the shut vaults of Sree Padmanabhaswamy temple which where priceless treasures have been found, died. Sundarrajan was 70 and he was a bachelor. He had been suffering from fever for the last two days, a relatives said.
Sundarrajan was also a former Indian Police Service (IPS) officer had also served in the Intelligence Bureau and security staff of former Prime Minister Indira Gandhi. He later quit IPS and settled down at thiruvananthapuram. It was he who initiated the legal battle for transparency in preservation and protection of the assets of the temple, managed by a trust under the erstwhile Travancore royal house. మొత్తానికి వై.స్. జగన్ తెలంగాణపై అస్పష్టంగానే ఐనా నోరు విప్పారు. తెలంగాణా ప్రజల పోరాటాన్ని ఒప్పుకుంటూనే తమ వాదన సమైఖ్యమేనని తేల్చి చెప్పారు. ఇక్కడ కూడా ఎవరికీ చిక్కకుండా జగన్ తనదైన తెలివి ప్రదర్శించారు. ఇరు ప్రాంతాల ప్రజల అభిమానాన్ని పొందేందుకే నిర్ణయించుకున్నా, తెలంగాణాలో జగన్ తీరును ఎలా స్వీకరిస్తారో చూడాలి. తెలంగాణపై కొద్దో గొప్పో తెలుగుదేశం పార్టీలో వచ్చిన స్పష్టత జగన్ పార్టీలో కనిపించలేదు. ఇప్పటి వరకు జగన్ కు లోపాయికారీ సహకారం అందిస్తూ వచ్చిన తెరాస ఇక ఎలా స్పందిస్తుందో మరి. జగన్ ప్రకటన వెలువడి ఇప్పటికి కొన్ని గంటలు దాటినా తెరాస శ్రేణులు ఇంకా తెలుగుదేశం పార్టీ పైనే విమర్శలు కొనసాగిస్తుండడం గమనార్హం. ఇప్పటి వరకు జగన్ తెలంగాణకు అనుకూలమైన నిర్ణయం తీసుకుంటారని ఆశించిన వారికి నిరాశే ఎదురైంది. ఇక భవిష్యత్తులో జగన్ తెలంగాణాలో చేసే పర్యటనలు ఎలా ఉండబోతున్నాయో చూడాలి.రెండు రోజుల పాటు జరిగిన జగన్ పార్టీ ప్లీనరీ ద్వారా త్రిశంకు స్వర్గం చూపించే ప్రయత్నం చేశారు. ఇప్పటి వరకు ప్రభుత్వం అమలు చేస్తున్న పథకాలకే కాస్త మెరుగులు దిద్దుతూ తమ మేనిఫెస్టో ప్రకటించారు. పించన్ల మొత్తాలను పెంచి, ఇళ్ళ నిర్మాణాల సంఖ్యను పెంచేశారు. ఇక వై.స్.రాజశేఖరరెడ్డి కి పేరు తెచ్చిన 108 వాహనాల సంఖ్యనూ పెంచేశారు. పనిలో పనిగా కేంద్రంలో వ్యవసాయ మంత్రి పదవి మన రాష్ట్రానికే దక్కాలని చెబుతూ పరోక్షంగా తాను రైతు పక్షపాతినన్న విషయాన్నీ చెప్పుకునే ప్రయత్నం చేశారు. మొత్తంగా చూస్తే జగన్ పార్టీ విధానాలు రాష్ట్ర ప్రగతికి ప్రయోజనాలు కలిగించేవి కాకపోగా మరోసారి సంక్షేమ పథకాలతో ముంచెత్తేందుకు సిద్ధమవుతున్నట్లు స్పష్టమవుతోంది. ఇలాంటి పథకాలతో సాధించే ప్రయోజనం ఏమిటో ప్రధాన పార్టీలు ఇంకా గుర్తించక పోవడం విచారించదగ్గ విషయం.రైతులపై అంతా ప్రేమ ఉండే వారయితే సరైన విధానాలను రూపొందించే వారే. కేవలం వోటు రాజకీయాలతో గట్టేక్కుదామన్న స్వార్ధం స్పష్టంగా కనిపిస్తోంది. ఇలాంటి పార్టీలు ఎన్ని వచ్చిన ప్రజల ఆశలకు తగ్గ రీతిలో పని చేస్తాయని ఆశించడం అత్యాశే.

New Delhi, Jul 6 : “The status as of today is consultation process is still continuing. No decision has been taken yet,” Home Minister P Chidambaram told reporters here when asked about the demand for a separate Telangana state.
With lawmakers raising the pitch for a separate Telangana, Centre today said consultations were on and hoped the process would help it reach a final decision even as it ruled out suggestions of President’s Rule in Andhra Pradesh.
He ruled out suggestions of imposition of President’s Rule in Andhra Pradesh, where over 100 legislators have submitted their resignations to press for their demand for a separate Telengana state.
“We are not thinking of President’s Rule….We hope that the process of consultations will show us the path to reach a conclusion,” Chidambaram said.
Expressing unhappiness over the spate of resignations by MLAs and MPs from the region, he said the Centre would engage them in discussions.
Chidambaram said that the Congress General Secretary in-charge of party affairs in Andhra Pradesh is already in talks with party MLAs and MPs on the issue.

Hyderabad, July 5 : According to an official spokesperson of All India Insurance Employees Association, the shutdown may affect premium collection in the region. Singareni Collieries suffered coal production loss of Rs 15 crore today, a spokesperson of the state-owned company said.
Our daily output is approximately 1.35 lakh tonnes of coal. Today it was just 25,000 to 30,000 tonnes. Dispatches were also hit due to non-availability of transportation, the spokesperson said.
SCCL has all its coal mines spread across Telangana which consists of ten districts.
However, it is business as usual for IT industry, where employee attendance was normal, said L Suresh, President, Information Technology and Services Industry Association of Andhra Pradesh said.

NEW DELHI: “The people of Telangana are expecting us to quit our posts for achieving separate statehood. Due to the delay in the formation of Telangana, there is an impression that we are not quitting our posts out of lust for power,” Andhra Pradesh Panchayat Raj Minister K Jana Reddy said. “Now we are in a situation that we have to prove that we are not hankering for power. Hence we decided to submit our resignations on July 4,” he said after a meeting of the leaders in Hyderabad. The meeting was attended by seven MPs, 18 MLAs, nine MLCs and nine ministers.
The Congress Government in Andhra Pradesh is all set to face yet another survival test as the party’s legislators, state ministers and members of Parliament from Telangana region have threatened to resign en masse on Monday to press for their demand of a separate state.

With questions being raised over its activities, the Sri Satya Sai Central Trust today said the over Rs 35 lakh seized recently was money given by a devotee for a consultant tasked with construction of a memorial for Sai Baba.
Refuting any wrongdoings, it said financial transparency is being strictly followed while running the body.
SSSCT Trustee V. Srinivasan, addressing a press conference here, said the trust has filed all statutory returns and donations received from devotees have been duly deposited to banks in a transparent manner. He said the trust has already paid Rs 9.75 crore as income tax without any demand by the concerned authorities and decided to pay necessary tax on all its inventories.
On the seizure of over Rs 35 lakh in cash from a vehicle in Puttaparthi town, he said the trust had appointed a consultant for construction of a “Maha Samadhi” as a memorial for Satya Sai Baba and the amount offered by a devotee was handed over to the consultant for the project.
“The trust has no connection with it. The cash was not recovered from any trustee. The vehicle from which the money was recovered does not belong to the trust,” Srinivasan said.
He said the consultant has already explained to the police that the money was given for the Maha Samadhi project.

HYDERABAD: GHMC Commissioner M.T. Krishna Babu on Wednesday said immediate road patch works would be taken up near all the manhole covers to keep them on par with the existing road level.
The traffic police had identified 450 such sites where the manhole covers were either above or below the road surface leading to mishaps at times fatal as it had happened on Tuesday at Mehdipatnam.
Long term solutions were being worked out to prevent inundations at 14 junctions like KCP, Model House, Maitrivanam, Alugadda Bavi, Villa Marie, Chief Minister’s Camp Office, Kalaniketan, Yosufguda, Ranigunj, Karbala Maidan- Gangabowli, and Lal Bungalow.
GHMC will take up restoration works of all roads within its limits in coordination with other civic departments. The issue of perennial overflowing sewer lines at Alugadda Bavi is to be tackled with the help of railway authorities by connecting it to the main line.
Tenders have been called for taking up traffic improvement works at a cost of Rs.25 crore in Hyderabad and Cyberabad police limits.

Hyderabad, Jun 15 : The CBI, probing the multi-crore accounting scam in Satyam Computers, has reduced the number of witnesses in the case to 220 as against 690 mentioned in the charge sheet, following directions from the Supreme Court to speed up the trial, a top official said.
Lakshmi Narayana, DIG, CBI said as per the apex court directives, the number of documents supporting the charge sheet, which were around 3,067, have also been reduced to a thousand-odd.

New Delhi, June 5 : Gandhian activist Anna Hazare Sunday called the police crackdown on yoga guru Baba Ramdev and his supporters “a throttling of democracy”.
“To protest is not a crime. It only strengthens democracy,” Hazare told reporters here, referring to Ramdev’s hunger strike against corruption and black money that began at the Ramlila ground here Saturday morning.
“But what was the need to send police at the dead of night and beat up people?” he asked, hours after hundreds of police personnel swooped on the protest site and forcibly removed Ramdev and his supporters.
“This is a blot on democracy,” he said.

The residents in their petition on June 1, demanded a hefty compensation of Rs 3 lakh to Rs 5 lakh each from the authorities. Cong says it has strength to face no-confidence motion by TRS
Hyderabad, Feb 12 : The ruling Congress today said it has the strength to face the no-confidence motion proposed by the TRS in the Budget session of Andhra Pradesh Assembly even as the TDP made light of the TRS' decision to move the motion.
"We have the strength to face the no-confidence motion. Chiranjeevi realised that social justice can be achieved by merging his party with Congress. We say that if the TRS also merges with Congress, we are confident that we can achieve Telangana," AICC secretary and party MLC P Sudhakar Reddy told reporters here.
Dismissing the TRS announcement on the no-confidence motion, TDP Chief N Chandrababu Naidu said it is part of that party's agenda.
"There are so many agendas. Our agenda is people's agenda. They have an agenda that suits them," he said.
TDP will decide when and on what issue, we have to move the no-confidence motion. We need not learn from TRS, senior TDP leader T Devender Goud said.
TRS MLA and party president K Chandrasekhar Rao's son K T Rama Rao said the TDP should support the no-confidence motion if it is sincere in fighting the Congress.
Seeking to corner TDP, TRS yesterday said it would move a no-confidence motion against the Kiran Kumar Reddy Government in Andhra Pradesh in the coming budget session and asked the main opposition TDP to support it.
The TRS decision has come in the wake of a war of words between TDP and TRS. The TDP has alleged that the TRS is not sincere in achieving separate Telangana, and had a clandestine understanding with the Congress.
"We will move a no-confidence motion against the Congress Government. If TDP is sincere in fighting against Congress, it should support us," the TRS President has said.

It is almost two years since the German Government had passed on the names and bank account details of eighteen Indians who had stashed their alleged ill-gotten wealth in the LGT bank of Liechtenstein, a well-known tax haven nation, 190 km from Munich, Germany.
Germany had officially handed over the list to the Indian Government on 18 March 2009. Prime Minister Manmohan Singh and Union Finance Minister Pranab Mukherjee have since said more than once that this list cannot be disclosed to the Indian people. Opposition parties like the BJP and the Left Front have repeatedly said the names must be disclosed. The BJP has been accusing the government of shielding the names of the tax evaders and not doing enough to bring back the crores of rupees stashed away in tax havens.
Thus, the list has become a subject of tremendous controversy and suspense.
TEHELKA has accessed 16 of the 18 names, of which we are putting out 15 right now. These names include individuals as well as trusts. At this point, we are putting out 15 names without disclosing details like their addresses, the businesses they are involved in and the total money they have stored away in Liechtenstein. Abiding by the basic journalistic principle of proving the accused an opportunity to present their side of story, TEHELKA has approached each of these individuals involved and is awaiting their response.
Once these individuals respond, we shall share the full details of who these people are and what they do. We shall also put out their responses. This, then, is the list.

The three trusts in this list are registered outside India.
The government has been claiming so far that a detailed investigation into all the bank account details provided by Germany is underway and making the names public would violate the agreement between two sovereign countries, India and Germany.
According to highly placed sources, the investigation into the 15 names that TEHELKA is disclosing, is close to completion and the Central Board of Direct taxes would soon prosecute these trusts and individuals under the relevant provisions of the Income tax Act.
The sources told TEHELKA that the two main charges proved against these individuals are of tax evasion and concealment of income.
The authorities also believe that some of these account holders could be fronts for high profile individuals. One name in particular is being investigated for suspected links with a well-known Indian politician.
The name of the chairman of a major Indian corporation is also part of the list, but TEHELKA is holding back his name until we have his full version.
According to Pranab Mukherjee, the German Government has provided the information under the strict confidentiality clauses of the Double Taxation Avoidance Agreement, and hence they could not be disclosed at the stage of investigation.
However, once the government launches prosecutions, the name would be made public, he had said.
These 18 names are part of the list of 1,400 clients, which were stolen from the databank of LGT Group, the Liechtenstein bank owned by the principality's ruling family, and passed on to German tax authorities in 2008.
The German government had paid as much as €5 million, or $7.4 million, for information on German account holders in Liechtenstein on a disk provided by an informant to the German Federal Intelligence Service, or BND.
After this, Germany and England had launched massive investigations into the suspected tax evasions and have since prosecuted dozens of their citizens on charges of tax evasion and concealment of income.
The German Government alone had initiated action against over 600 of its tax payers.
Besides taking action against its own citizens, the German Government had also shared this information with other countries including India.
But the Indian names figuring in LGT Bank list are only a tip of the iceberg. Experts estimate that Rs 65 lakh crores of ill-gotten wealth earned by Indians is stored in Swiss banks alone.
According to R Vaidyanathan, Professor of Finance at the Indian Institute of Management, Bengaluru, the average amount stashed away by Indians in offshore tax havens between 2002 and 2006 was $136.5 billion. “These illegal funds lying in tax havens are not just related to the issue of tax evasion. It is capital flight from India and part of a corrupt nexus between politicians, bureaucrats and corporate companies,” says Vaidyanathan.
Different Indian governments over the past 20 years have done little to bring this money back by making necessary changes in existing Indian taxation and foreign exchange management laws.
Besides, the government has been slow in renegotiating double taxation avoidance treaties with different tax havens and making provisions for clauses under which the governments and banks could be compelled to disclose the account details.
For instance, under the existing Indo-Swiss Double Taxation Avoidance Agreement (DTAA), information on the Swiss bank deposits of Indian residents could not to be revealed until the Indian Government furnishes evidence of criminality behind these banking transactions.
India enters into DTAAs with other countries to encourage flow of foreign capital and technology, and also to check tax evasion. The purpose of a DTAA is to mitigate the hardship caused by dual taxation on the same source of income. Double taxation on a single source earned by an individual is possible under income tax, as taxation depends not on citizenship, but on residential status.
To date, India has signed comprehensive double taxation avoidance agreements with 77 countries.
“I have asked the revenue department to reopen negotiations for all 77 double tax avoidance agreements with all countries that we have entered into so far, so that we can have real time exchange of information on tax evasion and tax avoidance,” Mukherjee had said at the India Economic Summit in November 2009.
Since the recession hit the economies of developed countries, the Organisation for Economic Cooperation and Development (OECD) has been leading a campaign for transparency in the international banking system, and making the tax havens to necessarily exchange information with other countries where tax evasions are involved.
The US in particular has been proactive in using the might of its economy to make different tax havens fall in line, and share the names of US citizens who have deposited money in these tax havens.
For instance, the UBS Bank, a Swiss bank and the world’s largest wealth management company, came under US scrutiny in June 2008 to uncover the identity of US nationals who maintained secret accounts in the bank and were defrauding the American revenue department.
When the US Government threatened to prosecute the USB Bank, the bank paid a fine of $780 million and also agreed to reveal the details of the hidden assets of US nationals within a fixed time frame failing which it would face prosecution.
